C2-SENSE | FON project in the MilTech Akces NCBR programme
C2-SENSE is a C2-ISR simulator developed by FON as a training environment for command, staff work and crisis management. It focuses on decision quality under time pressure, information overload and incomplete situational awareness.
The project recreates the operating conditions of modern command teams: multi-source data streams, continuous verification of reports and decisions made despite contradictory signals, limited visibility and operational pressure.
C2-SENSE simulates disruptions, delays, loss of connectivity, spoofing, false reports and degraded ISR data quality. Participants learn to separate useful information from noise, errors and deliberate disinformation.
The solution is dual-use. The same technological core can support defence training, crisis management exercises, public-sector procedures and simulation environments for technology and training partners.
Project in brief
- decision-making training, not only tool and interface operation
- sensor-to-effector scenarios focused on data validation and action prioritisation
- after-action review based on decision logs, reaction time and scenario flow
- dual-use application: defence, crisis centres, education and simulation environments
What we are developing
- map layer and situational picture for C2-ISR processes
- fog-of-war modelling: disruptions, delays, spoofing and partial data loss
- sensor and effector cooperation scenarios under time pressure
- team decision assessment and exercise replay mechanisms
- flexible environment for further training and crisis scenarios
Example applications
- training staff and operational teams under information overload
- exercises for crisis management centres working with incomplete data
- validation of response procedures, cooperation and information flows
The project is delivered under the programme:
MilTech Akces NCBR
The project is delivered under the MilTech Akces NCBR programme as a demonstrator for command training, ISR data validation and crisis management.
